As options dwindle, White House struggles to increase pressure on Russia

President Joe Biden and his team initially hinted at new sanctions against Russia, suggesting a response to the death of opposition leader Alexei Navalny. However, it turns out that these measures were already in the works and were timed to coincide with the two-year anniversary of the Ukraine war. Despite Biden’s previous promises of severe consequences for Russia if Navalny were harmed, the administration finds itself grappling with limited options to effectively punish Moscow.

Biden has squarely blamed Russian President Vladimir Putin for Navalny’s death and promised the unveiling of major sanctions against Russia. The administration is considering various options, including additional economic sanctions and providing more advanced weaponry to Ukraine to bolster its defense capabilities. However, doubts persist regarding the effectiveness of these measures in meeting the bar set by Biden’s previous promises.

Meanwhile, House Republicans are being urged to advance a $95 billion Senate-approved funding measure aimed at providing additional military aid to Ukraine. The urgency of this aid is stressed as the conflict in Ukraine continues to escalate. Despite Russia’s efforts to evade existing sanctions and acquire military strength from other sources, there is a growing push among lawmakers, both Democrats and Republicans, for tougher action against Russia.

Some lawmakers advocate for seizing Russian assets and providing Ukraine with advanced weaponry to disrupt Russian expectations and bolster Ukraine’s defense capabilities. However, there are legal and logistical challenges associated with such actions, particularly concerning the seizure of Russian assets located abroad.

In the face of mounting frustrations over delays in congressional funding, the administration emphasizes the importance of the aid that has already been provided to Ukraine. It underscores the impact of U.S. and allied contributions to Ukraine’s defense efforts and refutes claims that this aid has been ineffective.

Overall, the administration remains committed to increasing pressure on Moscow and supporting Ukraine’s defense efforts, despite the challenges and limitations it faces in devising effective strategies to counter Russian aggression.
